On-site inspection of the following circumstances, the inspection and quarantine agencies to issue "Inspection and Quarantine Treatment Notice" by the owner or his agent under the supervision of the inspection and quarantine institutions shall be returned or destroyed: (a) exporting country or region is not included in the list of countries that import permit or region; (ii) products from the production of non-registered foreign enterprises; non-registered product (c) from registered foreign manufacturers; and (iv) goods fail to match; and (v) label does not meet the criteria and can not be corrected; (f) exceeds the shelf life or spoilage; (vii) found in soil, animal carcasses, animal waste, quarantine pests, can not be effective quarantine treatment.
